The old saying "Polict relies much on Elice" shows us that the level of ability and quality of civil servants directly influence the efficiency of administrative.The civil servants employed system was regarded as the "entrance" part of the whole civil servants management system, so its main duty is to choose talents for goverments in a fairly and scientific way. After 1994, the servants recruitment examination gradually replaced the old methods of recruitments, which mostly relied on the subjects facts. And after 20 years implementation and promotion, the servants recruitment examination has won a wide range of social identity. With the pace of the the establishment of the civil servants employed system in local areas, the local civil servants recruitment examination also developed gradually, which has formed a unified proposition in recent years. More and more regions choose to hold the examinations of the recruitment for civil servants in province, city, county and township level on the same day. But besides the achievements, the the local civil servants recruitment examination also need to face with ite deficiencies. There exist some pressures and challenges that need to be realized. Got a Comprehensive and objective understanding on the situation and deficiency of the local civil servants recruitment examination, can be targeted to improve its fairness and scientific level.In this paper, I Firstly did some general research on the subjects, including the concepts, theories and history. Then I study the stutes respectively from the whole and sample perspective. On one hand, the comprehensive research was made based on the study of the recruitment policies, including the whole trend, the way to set subjects, the methods to calculate the scores, and so on. On the other hand, I choose Shanxi Province as the example to study on, mainly analysis the positions, examinees, and the results. Then I can got the basic understanding of the local servants recruitment. At the same time, I interviewed some civil servants in Shanxi, who were recruited through the examinations in recent years, then got the feedback from the examinees.On the basis of all these works, we can general conclude the status and deficiencies of local civil servants recrtuitment examinations. The aspaccts which need to be improved include the following:poorly information communication between the organizations and examinees, unreasonable limiting conditions, poorly job specific, the impact from the counselling industry, large regional differences in recruitment policies, some links remain to be improved, And so on.After analyse the causes of these problems, we have raised several views to optimization, including the following:to establish information communication channels, discriminatory conditions will not allowed to set, establishing the hierarchical classification system of civil servants recruitment, Strengthen the Organization and supervison to the local examinations. These optimization suggestions are based on the existing system. According to the size of local civil servants recruitment examination, I have thought of the possibility of holding the certificate test for civil servants. At the same time, As the Counselling industry will impact the quality of examination, the existing evaluation methods should be improved.
