| The incentive mechanism for civil servants in China is based on the Civil Service Law,which is an important part of the civil service system.Since 2018,governments at all levels have actively explored ways to further encourage cadres to take on new responsibilities in the new era.Township civil servants are the most basic state workers,and they are an important force to implement the Party’s principles and policies.They shoulder the important tasks of organizing,leading and managing rural economic and social construction and promoting the strategy of rural revitalization.The incentive for township civil servants to take on responsibilities is to stimulate work motivation by meeting the different needs of civil servants,and to promote civil servants to move towards the goal of responsibility.At present,with the transition of the epidemic prevention policy,while better coordinating the epidemic prevention and control and economic and social development,it has become more urgent for township civil servants to promote rural revitalization,"agriculture,rural areas and farmers" work,and grassroots social governance.Through effective incentives for township civil servants to act,they can stimulate the enthusiasm of cadres to do business,enable township civil servants to perform their duties in the main battlefield of township revitalization,improve their work performance,reflect their responsibilities,and continuously improve the sense of gain,happiness and satisfaction of the people with high-quality services.However,in the specific practice of township civil servants’ incentive,the phenomenon of civil servants "don’t want to do","don’t want to do","dare not do" and "can’t do" often occurs.Therefore,there is an urgent need to improve the relevant incentive and security mechanism and continue to promote the role of township civil servants.Under this background,this paper takes C District of Shanghai as an example,takes the career development theory and Porter-Lawlor comprehensive incentive model as the analytical framework,explores the performance characteristics of township civil servants,the recognition and status quo of township civil servants’ motivation in C District,analyzes the incentive problems and reasons of township civil servants’ taking on the role of Shanghai by combining theory with practice,and puts forward targeted countermeasures and suggestions.This paper conducted in-depth interviews with 21 township civil servants in C District,and conducted a questionnaire survey on 659 township civil servants,to understand the perception of township civil servants in C District on their own work status and incentive status in a multi-dimensional and comprehensive way,and conducted in-depth analysis on the incentive status and problems of township civil servants in C District.The research found that the problems of township civil servants’ incentive in C District are mainly manifested in the lack or absence of such incentives as reputation,development,empowerment and inclusion.Based on the in-depth analysis of the theory,it is mainly due to the deviation of the professional concept,the increasing occupational risk,the limited resources for career growth,and the dispersion of job burnout.Finally,this paper puts forward the optimization path of correcting the incentive concept,attaching equal importance to incentives and constraints,paying attention to career growth,improving the cadre protection mechanism and so on from multiple dimensions such as incentive concept,incentive method and incentive content. |
