Nowadays, with the prosperity and development of the economy of our country and theconstant progress of the society, the development of government work is also promotedsteadily and there is even the development trend of knowledge, network and informationtechnology combination. In order to adapt to the progress and development of the societybetter, it appears to be especially important to rapidly promote the civil servant system of ourcountry, especially the comprehensive qualities and abilities of tax system, and set up anefficient training system of civil servants and corresponding evaluation system.This paper takes the study of the training of grass-root tax authorities as the main objectand its major task is to improve the content and quality of the training of civil servants,change people’s stereotype about civil servants and provide improve their service quality andcredibility. Therefore, this paper firstly starts with the definition of training and mode andbackground of topic selection and further illustrates the theoretical and practical significanceof promoting civil servant training of grass-root tax authorities in our country, then studiesrelevant domestic and foreign literature and current status and comprehensively analyzes thedistance between grass-root civil servants training in our country. In the third part, itproposes the theoretical supports of civil servant training such as motivation theory, trainingtheory, the theory of learning transfer, expectation theory and the theory of humanisticmanagement to support the research of this paper. The fourth part discusses the current statusof grass-root civil servant training in our country and the issues which remain to be solveurgently. While the fifth part is the practice and innovation made according to the existingproblems and actuality in the previous parts, but there are still aspects which need to beperfected. The sixth part proposes specific countermeasures and suggestions to solve thetraining of civil servants of grass-root tax authorities in our country according to thepractical situation and relevant foreign and domestic experience. In the end, it proposes theanticipated research direction in the future and sincerely hope the training system of taxauthorities of our country can be more efficient and formal in the future.By the constant deepening of the study on civil servant training in our country, theconstant innovation of training system and the constant increase of training investment, theimproving of civil servant training of grass-root tax authorities in our country will surelykeep on marching towards standardization, internationalization and modernization.
