Currently , The International Financial Crisis is raging and the world economic recession is beginning.The severe situation put forward higher requirement for the level of government administration and management.Civil servants perform the administrative function of the our country , so the quality of them directly influence the government performance and the government's international competitiveness.To improve quality of civil servants, the feasible method is to increase public training.Since the civil service system established in China, civil service training work has made great achievements, but the problems are also obvious. The paper according to problems of civil service training puts forward the countermeasures of civil servants training.This paper contains three parts altogetherIn the first part,the paper expounds the relevant concepts of civil servants training. Firstly, the paper discusses the concepts and characteristics of the civil servants training. In this paper, civil service training is lifelong education and training activities that the state administrative organs through laws, rules and regulations, in use of certain forms and methods, Organize civil servants to improve political quality, professional ability and work performance for the main purpose. then,put civil servants training compare with the regular education in four aspects such as learning initiative, pertinence, sustainability and flexibility, so we further understand the characteristics of public servants training. Secondly, the paper expounds the significance of civil servants training. Civil servants training are the request inevitably of building a service-oriented government. Civil servants training are the Request inevitably of building harmonious society. Civil servants training are the request inevitably of coping international situation. Civil servants training are the request inevitably of domestic problems. Civil servants training are the request inevitably of preserve or increase the value of civil servants. Civil servants training are long-term plan of our country basing on the present and facing future. Thirdly, the paper expounds the theoretical basis of civil servants training. such as Marx, Engel's'discourse about people's free and all-round development, Mao Zedong'discourse about learning atmosphere, Deng Xiaoping's ideas on talents, Jiang Zemin'discourse about cadre education, Hu Jintao's important instructions on talent cultivation and the reference of Foreign Human Capital Theory .In the second part, the paper expounds current situation and problems of civil servants training. Firstly, the paper reviews achievement of civil servants training, since the civil service system of our country come into effect. Secondly, the paper mostly expounds our civil service training problems. The first point,the wrong civil servants training conception and not enough attention. Then, the paper analyzes the influence of wrong conception. The second point, the legalization process of civil service training is slow. The third point, too little funds, weak teachers and poor textbooks. The fourth point, training institutions can't meet the civil servants training needs. The fifth point, civil servants training ignores the ability cultivating. Specific issues include single form, Lacking of innovation, and the content which cannot satisfy the needs of ability to ascend. The sixth point, insufficient supervision for process of civil servants training, and ignore assess of civil service training results. The seventh point, the basic civil servants training are ignored.In the third part, it is the path choice of further perfecting civil servants training. Firstly, we should establish the scientific training target and training principles. The first point, << "11th five-year plan" administrative public servant training programs >> has come on. It determines the direction of our civil servant training work. While, I propose a target for perfecting civil servants training System. The second point, the paper propose basic principle of civil servants training, such as principle of theory and practice, integrate study with application, teaching according to need and effective. Secondly, the safeguard measures to reform and perfect our country civil servants training comes on. The first point, we should change the concept of civil servants training. We should correctly treat civil servants training with the thought keeping pace with the times and establish correct ideas. While, we put training performance as the basis of Salary, benefits, assessment and promotion. The seventh point, we should pay great attention to the supervision and inspection of civil servants training. In order to ensure training developing smoothly, the attention should be paid to the supervision and examination of civil service training. The eighth point, we should pay attention to the training of basic civil servants. Under the guidance of"Scientific Outlook on development"and"balance urban and rural development", we should pay full attention to the training of rural civil servants and expand investment to the training of underdeveloped regions investment. So objectively we can achieve the fair of civil service training as possible as we can.
