Implementation of university student village official plan has not only effectivelybroken the bottleneck of lack of talents, but also promoted the further development ofnew socialist countryside, and helped relieve the employment pressure of universities.In order to thoroughly apply national policies, Heilongjiang Province actively carriesout university student village official plan, develops and implements a number ofuniversity student village official cultivating mechanisms. However, in the process ofcultivating university student village official, theoretical study is not enough.Choosing the cultivating of university student village official of HeilongjiangProvince as the object, this paper systematically analyzes and discusses the intrinsicrelationship between cultivating mechanism and cultivating effect of universitystudent village official of Heilongjiang Province, which deepens the theoretical studyof cultivating mechanism of university student village official.Consulting the related domestic and foreign literature, combining with humancapital theory, training theory, performance management theory, incentive theory andnational policies related to university student village official study, this paper studieson the cultivating mechanism of university student village official of HeilongjiangProvince from the quantitative perspective. Firstly, this paper assumes that trainingmechanism, assessment mechanism and incentive mechanism have significantpositive effect on cultivating effect of university student village official, and carriesout an empirical study taking the current and original university student villageofficial of Heilongjiang Province as respondents. Secondly, this paper designs thequestionnaire according to the variables involved in the hypothesis, tests the reliabilityand validity of the questionnaire, and constructs the index system of cultivatingmechanism and cultivating effect of university student village official applying themethod of factor analysis. Finally, this paper constructs the structural equation modeltaking three kinds of cultivating mechanism as arguments and cultivating effect ofuniversity student village official as the dependent variable, tests hypothesis using thequestionnaire survey data and analyzes various indicators of related variables.The results show that training mechanism, assessment mechanism and incentivemechanism have significant positive effect on cultivating effect of university student village official. The statistical results show that, the path coefficients of three kinds ofcultivating mechanism on cultivating effect are all low at present. The path coefficientof training mechanism is larger than that of assessment mechanism and incentivemechanism, and the path coefficient of incentive mechanism is the lowest. The reasonwhy the path coefficients are low is that the path coefficients are influenced by twofactors including policy formulation and policy implementation. Also, this paperanalyzes the weight of influence of various factors on the cultivating mechanism ofuniversity student village official according to statistical data. The training mechanismis mainly affected by training content, training form and training staff. The assessmentmechanism is mainly affected by cooperation of university student village official,system of evaluation, assessment form and use of assessment result. The incentivemechanism is mainly affected by related factors including rewarding the good andpunishing the bad, living security and role confirmation. Based on the results oftheoretical research and empirical analysis, this paper proposes the trainingmechanism taking rural development as guiding, the scientific assessment mechanismand the incentive mechanism combing survival with development. |
