The Study On Social Security Construction Of The Communities With Residents Changed From Rural To Urban Household Registration In Hangzhou Economic And Technological Development Zone

Lacking of enough social support, the residents who changed from rural to urban householdregistration just completed the registration change while can’t really enjoy the city life in Hangzhoueconomic and technological development zone, those communities thus also became theembarrassing “villages in city”. Using literature cited, comparative analysis and other methods, thisarticle researched the social security construction situation of the communities with residentschanged from rural to urban household registration in Hangzhou economic and technologicaldevelopment zone, found out the short of it, so as to provide suggestions for the construction andbe the reference for further development of other rural land.Firstly, this article introduced the concept of urbanization and social security, dealed with thetheoretical basis, contents, fuctions and necessity of social security construction of the communitieswith residents changed from rural to urban household registration. It could maintain social stability,guarantee social justice, promote social and economic development and guarantee the productionas well.Secondly, from the perspective of the social security construction of the communities withresidents changed from rural to urban household registration in Hangzhou economic andtechnological development zone, the article researched the situation of its’ endowment insurance,medical insurance, social relief, social welfare, housing assistance and funds guarantee, and foundmalpractice of this social security construction, such as the unreasonable institutional mechanism,the not-in-place pension service, the off-hand health care service, the lagging social welfare andassistance, the funds shortage and so on.Finally, learning from the community social security construction experience of Chongqinghigh tech zone and Hangzhou Qianjiang economic and technological development zone, the articleprovided four solutions:(1) implement a multi-level social security construction of thecommunities with residents changed from rural to urban;(2) ensure enough funds to support thissocial security construction;(3) expand the new mode of social security construction;(4) improvethe team member management system and mechanism. Through these four ways, mang problemsof social security construction of the communities with residents changed from rural to urbanhousehold registration in Hangzhou economic and technological development zone could be solved. This article fixed the awkward of “villages in cities” and provided a reference of promotingthe urbanization process and realizing the balanced development of urban and rural areas.
