The Research On The Development Of Democratic Practice Of Consultation Since Sixteenth National People’s Congress

Many state leaders attach great importance to the development of deliberativedemocracy after the Sixteenth People’s Congress.They analysized the problems forthe further development of socialism with Chinese characteristics with the process ofthe Deliberative Democracy experience through the research on the development ofdeliberative democracy in the country’s political system，combing their practicedevelopment content, which so as to promote the construction of China’s socialistdemocratic politics, to strengthen and to improve the work of the PoliticalConsultative Conference, and to build a socialist harmonious society which canprovide more resources for society.This paper is divided into five parts to illustrate,which used the literatureanalysis, institutional research, the unity of the theory and practice. The introductionpart introduces the background and significance of this research,which is based onthe organization and induction of the literature and consultations outside for thedevelopment of democratic practices on topics related to sort out negotiationdynamic democracy at home and abroad study and describes the contents of thispaper, research methods innovation and insufficient.The first part describes themeaning of the main deliberative democracy, the necessity and significance of thedeliberative democracy development. Firstly,the author clarified the meaning,characteristics and practice type of deliberative democracy in general, on thisbasis,analyzing practical necessity and significance of the current social realityconsultation practice according to China’s basic national conditions and thedemocratic development. The second part aims to tease out the practice ofdeliberative democracy since the Sixteenth People’s Congress,which mainly from thecarding politics system level. The third part analyzes the China’s problems in thedeliberative democracy practice development since the Sixteenth People’s Congressand highlights the problems of deliberative democracy in the political system inChina. The fourth part describes the experience of the practice of consultation anddemocratic development since the Sixteenth People’s Congress by deliberateness thedemocracy theory and practice, respecting each direction from the practice of thecreation of deliberative democracy development environment, theory and practice ofinnovation. In this part,author drawn inspiration safeguard mechanism, hoping topromote the scientific development of deliberative democracy in practice. Owing to my level is limited, this article research field of vision is more focuson China’s political system of the deliberative democracy practice, can only beregarded as a simple practical and broad description, for comprehensive research andthe practice guide of reality has yet to be in the future study and work for furtherdiscussion.
