| Since the 1990s,when the concept of e-government was proposed,the e-government has played an important role in promoting innovation in government governance and improving administrative efficiency.And also it has become an important tool for governments to realize governance modernization.In recent years,the mobile Internet which is growing rapidly,truly deepen the connection between people,and profoundly changes people's lifestyle.At the same time,it will have a huge impact on the way of national governance,government decision-making,organization processes and business processes,and the way of providing public services are also been changed by the development of mobile internet.It also drives governments to adapt to the trend of the big data era and the development needs of mobile Internet.Mobile e-government has entered a new stage of development based on the arrival of the era of big data.Mobile e-government is an important opportunity for China to realize the modernization of government governance capability.In recent years,China's central and local governments have made active practices.Governments have become increasingly familiar with the new media of government affairs,and government clients such as the State Council's clients have come online.All of these reflect the active efforts of governments at all levels in China to use mobile e-government to innovate government governance and improve service efficiency.Based on the rapid development of China's mobile e-government in the era of big data,this paper studies mobile e-government,through analyze what progress has been made and what problems exist about the China's mobile e-government,as a basis for promoting government governance innovation and efficient service based on public management theories such as service-oriented government theory,new public service theory,and administrative ecological theory.By summarizing the development of mobile e-government,mainly focusing on the Government Toutiaohao,analyze the development status and advantages of Government Toutiaohao,and identify the key problems and reasons,and try to provides advice from the perspective of Public affairs headline to seek a practical path for China's mobile e-government.At present,the development of China's mobile e-government is mainly based on"two micro ends",and"Toutiao",as an aggregate news client,is playing an increasingly important role in mobile e-government.The main advantage of government Government Toutiaohao is that it has a wide range of users,which fills in the parts not covered by the Weibo-WeChat-App.And it owns precise big data algorithm,which can help government delivery news accurately and efficiently.Government Toutiaohao can promote the communication between the government and citizens through rich presentations such as videos and H5 landing pages.While making achievements,there are also significant problems about the Government Toutiaohao,which mainly include:the function is single and the service function is not strong;the use of big data is insufficient;the information island still exists;the network information security and the personal privacy protection have hidden dangers.The main reason are that the perfect e-government legal system has not been formed,and the relevant system and mechanism are not perfect,and also our government is lack of public-centric service concepts and the use of big data is insufficient.In order to effectively resolve these outstanding issues,to realize the high level development of China's mobile e-government,our government must change the service concept,establish relevant laws and regulations,and improve the administrative system and mechanisms,and realize the effective protection and utilization of big data,to provide a feasible path for the development of China's mobile e-government.It is an important starting point for promoting the government's decentralization of government,optimizing services,and improving efficiency,to promote the government's progress toward service-oriented and intelligent. |
