Since China and Vietnam are both Socialist countries, Chinese CommunistParty(CPC) and Vietnamese Communist Party(VCP) are the ruling party in their owncountries separately, it’s very important to develop inter-party relations for the twoparties. Developing inter-party relations between CPC and VCP is not only therequest of Marxist theory of inter-party relations, but also determined by the specialconditions of the two countries. In recent history the relation of the two partiesdevelops amidst twists and turns, which manifests several distinctive stages. As aresult, the inter-party relations makes a big difference to Vietnam-China ties.Starting from the establishment of the Communist Party of Vietnam, the twoparties have been exchanging and communicating for more than80years. Morethan80years of development of inter-party relations between the two parties can bedivided into seven stages. Before the founding of New China, the relationshipbetween the two parties is mainly reflected by the deep friendship established betweenbipartisan leaders. From1949to1965, the relationship between the two parties wasmost intimate at this stage. In the third stage, from1966to1972, the two partieswere mainly in a cooperative relation, but with hidden conflicts. The fourth stage isfrom1972to1979, when the divergence between the two parties was wideningrapidly. Then came the termination of contact between two parties from the year of1980to1989. The sixth stage is from1990to2002, when inter-party relations wererestored and developed. The final stage is from2002to date.In the actual interaction between the two parties, there are some main content asbelow. First, the two parties have mutual support on opposing imperialism,hegemonism, revisionism and safeguarding national independence. Second, tojointly maintain the regional situation. Third, to promote the maintenance ofbilateral relations between two nations. Fourth, to promote international communistmovement and the world socialist movement, and to develop Marxism together.Fifth, to exchange the experience on governance of both party and state. Sixth, tocooperate on economic issues. Up to now, the CPC and VCP have achieved fruitful results on developinginter-party relations. However, there are also some problems. For instance, thenot-close-enough relation; the inadequate participation of common party members;the lack of ability to solve problems in inter-party relations; the insufficiency of theexchanging content in breadth and depth; the mechanism to be strengthened.In modern history, the relationship between the two parties have effectivelypromoted and maintained the tie between two countries, but its role should not beoverestimated. To resolve the gap between the two countries and to develop therelations between the two parties, strategically valuing and promoting the relationsbetween the two parties must be the right way.
