At present, with the deepening of reform, China’s urban communities step into a specific social transition period. As a major factor, cultural life of the community plays an increasingly important role in promoting the progress of social civilization and improving urban quality of people’s life. Culture in the form of technology, knowledge, information materializes directly to the community service work to create a healthy, civilized and harmonious living space, to enrich people’s lives, also, to improve the level of residents’ ideological, moral qualities and cultural enrichment. Cultural power in community is a core competency during the development of community. And the issues highlighted in this new period of economic and social system transformation some need us to reflect and payattention to. This thesis, we mainly use investigation、and combining the theory of investigation, the main body of the particular community diversity cultural demand and the current situation of urban community culture in China at present, throughout a lot of achievements and lessons from the existent culture construction study, do lots of analysis and research. The first part shows the background theoretical significance and practical value of community culture construction, compare the relevant theoretical research in and abroad, and according to the third plenary session of the eighteenth "comprehensively promote the reform of cultural system, the construction of socialist culture power" requirement, for the present our country community culture construction has been studied and analyzed. The second part analyzes the concept, characteristics and main content of community culture, enumerates several kinds of popular culture elements on the influence of community culture construction. The third part, throughout10community culture constructions study in Ala Shan and Baotou in Inner Mongolia,and the residents’ cultural needs of the masses and satisfaction, based on the social practice survey found that exist in the current existing community culture management system is not sound, lack of construction funds, the ratio of resources is not balanced, insufficiency of residents participation, the old content, the single form and low level of industrialization and a series of problems, I analysis the reason of the problem in view of the current community culture construction present situation. The fourth part, in order to improve the residents’ status, elaborate the strengthening of the community culture is the key point, pay attention on vulnerable groups, emphasize the service consciousness. to improve community education.Based on the system reform and innovation of the community culture, explore the effective ways to strengthen the construction of community culture, and strive to develop advanced culture leading organic combination, various cultural elements, and carry the socialist core value system and spirit of the times to create harmonious community environment, with science technology knowledge and education services meet the demand of the spirit of the residents of community culture.
