Onthis basis, the existing research status is reviewed and the breakthrough point ofthis study is found out. Secondly, this paper introduces the basic situation ofpublic security department entry and exit management in Heilongjiang provinceand analyzes its business system. At the same time, the whole composition of theentry and exit of public management system in Heilongjiang province areexpounded from the rules and regulations system, the information managementsystem and administrative service system. Besides, this paper analyzes thepresent situation and problems of exit and entry administration from the workingmechanism, the rules and regulations and the Foreign Service. Again, a runningeffect evaluation index system is established based on the targets of entry andexit management system. Besides, this paper elaborates the basic principle andapplicability of the factor analysis method and fuzzy evaluation method. At the same time, the process of the construction of the evaluation model is introducedin detail, which lay the foundation for the follow-up quantitative analysis ofsystem running effect.
