Risk And Evasion Of Public Policy About Food Safety In Our Country Under The Background Of Risk Society

Our country is in the transition period of social system and social structure,which not only gives us opportunities, but also brings us more challenges. Now thechallenges are frequent in all kinds of social risks. Early in the1950s, westerncountries started to study on the risk. Then, Beck’s "risk society" theory has becomethe mainstream theory of risk, which makes the western academia have got a newview of risks ever since. Nowadays, In China, group incidents, food safety affairsoccur more frequently than before and also show that the society has got swamped inrisks indicating that we have been in risky society. In2003, the outbreak of SARS wasa clear sign of our country entering the risky society. Toxic cowpea events, Sanlu milkpowder incidents,clenbuterol events and drainage oil events, in some senses,demonstrate the risks of food security in our country. It also reflected more risks onfood’s security policy. Therefore, considering the fact that China entered the risksociety, the study, based on the mainstream theory of risks, on public policy of foodsafety is without any doubt necessary.This paper, expounding itself by focusing on the core concept the risk of publicpolicy of food safety as well as on the basis of risky society theory by analyzing theoutstanding cases, five parts are included: the first part briefly analyzes the researchbackground of this thesis, research significance and research review, etc. The secondpart defines the important concepts related to the thesis, such as food safety, risks ofpublic policy and makes some analysis among easily confusing concepts. At the sametime, it introduces the basic theory of the thesis, namely, Beck, Giddes’s risk societytheory. The third part discusses the risks of public policy of food security China arefacing in the background of risk society, introduces two typical food safety events,that is, clenbuterol events and Sanlu milk powder incidents and at last analyzes thevery situation of the risks of public policy of food safety by these two cases.Thefourth part discusses the potential risks of public policy of food safety. This part,Combine our country’s relating public policy as well as "risk society "theory whichclassified into two categories, namely internal risk and external risk. External risk partmainly analyzes the natural environment and the social environment risks; Whileinternal risk mainly, the process of public policy, namely the analysis of food safety public policy formulation, implementation and evaluation of risks. The fifth partdiscusses the way how to avoid the risk of public policy about food safety. This part isbased on the public policy of China’s food safety risks and public policy of China’spotential and existing problem of risks and to which this paper finally comes up withsome pertinent and practical solutions.
