The transformation of modern government functions, especially theE-government process continuously push forward, obviously caused thechange of the transformation of government official business skills andadministrative quality, as a response, reform and perfect the existing civilservice training system, help to meet the social development of publicservants profound diversified administrative requirements. Especially theinteraction of the public law and private law, which makes the traditionalsense of the education and training of cadres form gradually showing anew trend of thought and method, the original single training modegradually began to develop diversified, decentralized, multilateral trend.One of the most attract sb.’s attention in2011in Wenzhou, Shandong asthe representative of the local government by means of bidding thereform of the cadre training mode, achieved good social effect. However,because the training cost control, training effectiveness, predictability,education resource allocation and operation of normative issues, make thetraining mode reform is difficult to meet the practical needs, but alsodifficult to meet the development of large-scale government cadrestraining requirements. Along with our country " cadre educationregulations ""2011-2015administrative organs of the civil service training program " and "2010-2020cadre education and training reformprogram " and other documents issued by the competent department ofcadre education and training, guidance, open and fair, orderly competitionin the education and training of cadres of the market mechanism isgradually more and more policy departments and scholars of interest,how to establish the cause of socialism with Chinese characteristics toadapt, consistent with the construction of Marx "learning party"requirement, cohesion and reform of the cadre and personnel system,more open, more active, more effective Chinese characteristics of cadreeducation and training system has become a hot issue of the currenteducation and training of cadres.
