Japan is a natural disaster-prone countries, due to the geographical environment, the Japanese island of root deeply rooted in the normal way of doing things logically, whether it is the sense of crisis prevention and crisis management practice, has a perfect management system, with a wealth of practical experience, repeated improvement of the system is inseparable.In the afternoon of March11, Japan9earthquake, as the earthquake struck, the tsunami struck, making Japan the entire northeast region affected is heavy, streets, houses to be swallowed by tsunami, tens of thousands of Japanese people have lost their homes. The disaster not only affected by the earthquake, Fukushima’s first nuclear power plant emergency cooling system failure, so that combustion in the reactor, and successively has exploded, eventually leading to leakage of radioactive material.With the sharp deterioration of the disaster, the scope of the affected areas are rapidly expanding, the Japanese government on the nuclear power plants around the resident emergency evacuation, and the crisis not only affects the safety of the people of Japan, has affected the security of neighboring countries and the international community. In the rescue, the Japanese government not only to mobilize all the military, human, financial rescue, but also to the United States Agency requests, want to be able to help with the rescue response to solve the technical problems of nuclear power plants.At present, China need to improve public crisis management in many places, its purpose is to maintain public safety and stability of countries, which is also an important duty of the modern government. The example is that the March11earthquake triggered the accident of the nuclear crisis that the use of crisis management theory to analyze the crisis in Japan in response to gains and losses, respectively from the four aspects of government, NGO, citizens, media research, concluded that experience with reference to China’s crisis management.
