In recent years, China has made noticeable achievements in implementing the strategy of west development. In the meantime of developing Tibet in a stable and rapid manner, it also confronts with various challenges. In the new developing phase, there will be new requirements. For the entire judicial system in Tibet autonomous region, the status and roles of judicature are being strengthened and the contradiction between the increasing judicial demands of Tibet people and the relatively lagged-behind judicial functions of people’s courts has been eased gradually. In response to the general requirement from the central government to deepen judicial system reform and performance mechanism reform, to fulfill scientific development of people’s courts so as to better meet the requirements of general public toward judicial performance and better maintain social equity, the Supreme People’s Court unveiled the Five Years Reform Outline of People s Court (2009-2013)(hereinafter referred to as the Outline) and issued the notice of Several Suggestions for the Supreme People’s Court to Further Strengthen the Basic Infrastructure Construction of People’s Courts under New Circumstances (hereinafter referred to as the Suggestions) in2011. Under the new circumstances, forum of the3rd National Tibet Aiding Programs in Judicial Field, convened in Lhasa, has also stressed the urgency of judicial reforms. At present, the court system in Tibet establishes on practical grounds and conducts judicial reforms actively and steadily by adhering to the directing ideology of "Three Priorities"(i.e. put the cause of CPC, people’s interest and the Constitution in the first priorities) and the working theme featuring in "equity and efficiency"One of the most significant programs in the judicial reform is to optimize the team construction of people’s courts. At present, Tibet Higher People’s Court and Intermediate People’s Court have established a series of systems concerning court team construction, judgment management and assessment. However, each court in Tibet has its own particularity caused by the special environment in Tibet. The practical issue to be addressed is how to transform the objective assessment released from the superior level into the performance assessment of each specific court. As an important content of court management, the establishment and optimization of locally appropriate and scientific performance assessment system is of vital significance.On the basis of the practical situations in Tibet, this article combines the status quos of people’s court management and performance assessment of County L and attempts to study the design of the performance assessment system after analyzing the problems of the performance assessment and its procedures adopted by people’s courts in County L by using related theories of modern performance assessment.The article is composed of five parts as follows:Chapter Ⅰ:Introduction. Including research background, research goals and significance, research contents and methods, etc.Chapter Ⅱ:Theoretical Review. Introducing and explaining the related concepts and basic theories about performance and performance assessment as well as the concepts of performance assessment of people’s court and the specific assessing methods, etc.Chapter Ⅲ:Introducing the organizational structure and status quos of the performance assessment of County L and then analyzing the currently existing problems.Chapter Ⅳ:Redesigning the performance assessment system of people’s courts in County L based on the existing problems. Firstly, this chapter starts with the introductions of the directing ideologies and designing principles the performance assessment of people’s court should conform to; secondly, analyze the designing theories by means of interviewing investigation, literature research methods and examples of criminal tribunal so as to adopt the suitable assessment method; thirdly, design the performance assessment indicator system by applying relevant methods and selecting related departments and posts; finally, design the procedures of performance assessment of people’s courts in County L and analyze the implementation of the performance assessment results.Chapter Ⅴ. Conclusion. Including summary, innovations, inadequacy and follow-up researches.
