Marxism Horizon Construction Of Urban Community Culture

Community culture has increasingly become the core of community construction, inour current urban community construction strategy. Focusing on spiritual civilizationbuilding is the guideline, which create a healthy culture from the urban community culture,to meet the growing spiritual and cultural needs of community residents.Learning from research results at home and abroad, this paper mainly adoptsliterature research, survey questionnaire and comparative studies and other researchmethods. Based on urban community culture construction in Hebei province, this papersummarizes the six aspects of urban community culture: meaning, features, functions,basic principles and the basic content, combs the basic theory to enrich the basic theory ofurban community culture.This paper analyzes the achievements and problems, through surveying25communities of9cities in Hebei. Achievements are the infrastructure construction, sportsactivities and community environment. Five problems are the utilization of infrastructure,the consciousness of residents’ participation, the individual needs of residents, funding andprofessional.The paper puts forward some suggestions for the urban community cultureconstruction in Hebei province, from the aspects of government, social organizations,community managers and residents themselves.The government should formulatelong-term planning, improve the system of community cultural construction, learn fromthe advanced experience of foreign community cultural construction, invest more funds,from the policy and funding to provide protection for the urban community cultureconstruction. Community-based Management organization must improve the managementstructure, improve the quality of the first-line managers, and create a community culturenetwork platform.In the community organization level, the key is to promote autonomyand democracy of community social organization. Pay attention to the all-rounddevelopment of people, cultivate harmonious neighborhood relationship, In terms ofresidents themselves.Through the investigation, suggestion and successful cases of landscape blue baycommunity in Baoding and Dong’an community Shijiazhuang, this paper provides guidance to urban community culture construction in Hebei province.
