| In1984, China made the strategic decision to establish economic development zone, now29years have passed. Compared with29years ago, and now the quantity and quality of ChinaNational Economic and Technical Development Zones (Referred to as "NEDA") has beengreatly increased and improved, especially have gained the success that attract worldwideattention in attracting foreign investment, introducing advanced technology, economic andindustrial structure optimization. However, on the one hand, due to the construction anddevelopment of the NEDA is from scratch, crossing the river by feeling the stones, NEDAhave made great economic achievements at the same time, in the aspects of managementsystem, operation mechanism and other problems are becoming increasingly prominent. Onthe other hand, in the uncertain international economic environment at the period after thefinancial crisis, domestic reform gradually into the deep water area and crucial period, theuncertainty and information technology to promote industrial upgrading and updatingmultiple under pressure, facing the complicated situation at home and abroad, opportunitiesand challenges coexist. NEDA as the window of China reform and opening and theexperimental field, how to continue to do the vanguard of reform and opening, explore ascientific development road suited to China’s national conditions, is a question worthy ofstudy.This paper selects the Governance theory as the theoretical research tool, choose NEDAas the main object of study, in-depth analysis of the governance model of NEDA from theempirical and theoretical aspects.Section1：The first part of the paper explains meaning of the Governance model of thedevelopment zones based on the analysis of the Governance and Development Zone. Thenconstructs a basic frame of Governance model about the NEDA, on basis of the Governancetheory: First is a transverse Polycentric governance, namely, the relationship between thegovernment and citizen, market and society; Second is the longitudinal decentralizationgovernance in government, namely the Intergovernmental decentralization and cooperation.Section2：The second part of the paper, based on carding the development process of theNEDA and their Governance model, according to the different subjects of the NEDAadministrative management and economic management functions, classifies and make a brief analysis of the current Governance model of the NEDA. Subsequently, be based on theframework of the basic frame of Governance model about the NEDA, makes a detailedanalysis of the three typical NEDA: Qingdao Economic and Technological DevelopmentZone, Suzhou Industrial Park, Caohejing Hi-Tech Park. Finally, summarizes the existingproblems of the Governance model of the NEDA by the above analysis.Section3：The third part of the paper, firstly classifies and make a comparative analysisof the Governance model of the development zones in the developed countries and regions.Followed makes a detailed analysis of three typical development zone: China Taiwan XinzhuScience and Industry Park, Singapore JuRong Industrial Park and the United States ofAmerica Silicon Valley, summarizes the experience of the Governance model of threedevelopment zones and the enlightenment to the NEDA.Section4：The fourth part of the paper, firstly, determines the Strategic positioning of theNEDA under the new situation, the NEDA is still in the leading position in the overall patternof development in China, then puts forward the development direction of the futureGovernance model of the NEDA: the management committee coordination of the Governancemodel with the government and the enterprises fully separated. The specific path is toconstruct a multiple governance system led by the government and the intergovernmentalcooperation governance mechanism.And protects that through establishing and improving thelaws and regulations system, accelerating the improvement of the investment system ofpublic finance, strengthen the construction of professional and technical personnel. |
