Study On The Governance Of "3 Without" Community In Puyang Development Zone

"3 without" community has a long history and has received more and more attention in recent years.Along with the development of the era and people's living standard as well as living standards improve,"3 without" community has completely failed to keep pace with times development pace,has completely failed to keep pace with the residents to the requirement of living conditions,"3 without" community seriously affect the community residents' quality of life,social stability,and also seriously restricts the healthy and benign development of thecity.Promoting the rectification and transformation of the "3 without" community is one of the powerful measures for the creation of a civilized city in China,and is one of the powerful measures to resolve the contradiction between the people's growing needs for a better life and the lack of uneven development under the spirit of the 19 th National Congress.In recent years,all parts of China have been carrying out the rectification work of "3 without" community.At the same time,there are certain problems.How to systematically rectify the long-term rectification of "3 without" community is an urgent problem to be solved.Under the guidance of multi-center governance theory and new public governance theory,this study uses literature research,survey research,case analysis and comparative research to explore the rectification of "3 without" community.This study is divided into six parts.The first part introduces the research background and significance,briefly reviews the research status of community governance and urban governance at home and abroad,introduces the theoretical tools and research methods,and presents the research objects and related concepts.The second part analyzes the causes of "3 without" community,the social impact of "three no communities" and the existing governance mode of "3 without" community through literature review.The third part studies the governance situation and mode of "3 without" communityin puyang city.Based on this,The fourth part analyzes the problems in the process of "3 without" community governance in puyang development zone.The fifth part,in order to promote the "3 without" community rectification steps and procedures of the perspective,put forward the "3 without" community rectification countermeasures and Suggestions for China's "3 without" community rectification work to provide Suggestions for reference.The six part summarizes the research results of this subject,and makes tentative Suggestions on the development trend of "3 without" community rectification.I think "3 without" community rectification and long-term management is a involving a wide range of systematic work,accurately grasp the "3 without" community problems,causes and obstacles some difficulties exist in the process of governance,the focus of the existing management mode and characteristics of the rectification work is important,only do the above two aspects,which can be put in specific long-term corrective countermeasures "3 without" community,creating good environment for the residents life conditions.
