On The Study On The Path Of The Intellectual Poverty Relief To The Small Towns In Contiguous Poor Areas

In June,2012, according to the spirit of 《Outline for poverty alleviation and development(2011-2020)》,and the rule of "Concentrated, focused, national co-ordination, zoning integrity", which in the State Council’s Poverty Relief Office divided the country into fourteen contiguous areas as the main battlefield for poverty relief in a new phase. The poverty alleviation and development work is a key program of China’s overall strategy. Small towns in the contiguous poor areas are the economic, political and cultural center, which occupy a very important position inside a certain geographical area. They are the bridges between cities and rural area, which interface between urban and rural areas and receive a variety of resources for development of the city. The small town is the driving force which promotes the development of the rural areas and improves the overall capacity of the entire development of the Area, and ultimately achieves poverty alleviation. However, the problem of poverty of the small towns in the contiguous poor areas is very serious, the population base of the poor are huge and wide, the extent of poverty are so deep that enhances the difficulty of poverty alleviation. Because of the causes of poverty are complex and various and cross-cutting, therefore, the phenomenon, the general manner of poverty alleviation is not effective enough.The intellectual poverty relief is a kind of poverty alleviation model that advocate change the previous the transfusion poverty alleviation into hematopoietic poverty alleviation. It emphasizes a sort of thought of poverty relief shows that "teaching him to fish rather than giving him fish", which aims at increasing the level of human capital of poor areas through education or other, enhancing the viability of the poor; that is to say, to improving their own cultural knowledge, upgrading their labor skills and reversing their inferior status, in order to get a more equitable opportunity to participate in social production, achieve employment, improve income levels and living conditions, and ultimately out of poverty. The intellectual poverty relief is a chronic program which achieves long-last effects, and its advantage is that it can solve the problem of poverty in small towns in poor areas. Therefore, based on the previous studies, Wuling Mountain Area was selected as the researching object in this study, and this survey was conducted by means of a questionnaire. Based on the analysis of the data collected, this paper will systemic understand the poverty status of the town in the destitute areas as well as knowledge poverty problem. This study is aimed at building a concrete path to implement poverty reduction strategies of knowledge in the contiguous poor areas and small towns, and provide a reference for policy recommendations relevant government departments.
