An Analysis Of Chinese Local Government Economic Actions’ Legitimacy

Since the theme of reform and opening-up, great achievements have been made, and the profound changes take place in the political system and the economic system of China. Meanwhile, governmental economic actions became major acts of government under the theme of reform and opening-up policy. Economic actions of local government have influences on not only construction of market economy with chinese characteristics, but also the image and legitimacy of local governments. But on the other hand, some kinds of contractions appear gradually with the theme of reform and opening-up,which lead to more and more ierce social conflicts. So more and more attentions and reflections have been taken for the inappropriate actions of the governmental economic actions by citizens. From the theory of legitimacy and on the basis of reform and opening-up policy, this paper is focused on analyzing elements that affect legitimacy of economic actions of local governments, seeking for melioration of local governmental economic actions, and demonstrating ways to improve the legitimacy of local governments on economic level. Firstly, this paper think that there are a lot of elements that affect legitimacy of economic actions of local government, for example, the laws about economic actions of local government, the administrative authorization from the central government, the policy system aout economic actions of local government, the achievements made by the local government, and so on. Secondly, on the basis of reform and opening-up policy, this paper is focused on seeking for inappropriate actions of local government and the lack of legitimacy caused by those actions, such as the regional protectionism of local government, the self-interesting actions of the local government, the enterprise-tendency of local government, and so on. Thirdly, this paper is focused on demonstrating ways to improve the legitimacy of local governments on economic level, such as establishing the perfect law and policy system, improving the citizen participation, profecting the system of the public opinion.
