The regional economic integration of the Yangtze River Delta has the guiding and instructing significance in the course of the market economy development, therefore, optimizing the local governments' service function of the Yangtze River Delta is not only the result of meeting the changing local society common needs, but also the requirement of promoting the local governments' common service reform. Using the new public administration theory, the public choice theory, the governance theory and the system theory, this paper firstly analyzes the related problems of the local governments' service functions under the general circumstances, and then points out that the local governments' service function has the "commonality" nature, which is the balancing factor to promote harmonious development between market and society. Further, this paper elaborates integration establishment of the local governments' service function reform in the Yangtze River Delta, at the same time points out that in view of the integration trend faced by local governments and the passive effect resulted from local governments' separated governance, local governments should transform their roles and change their relations, optimizing and integrating service function starting from forming the service idea, organizing structure, operating system, guaranteeing regulations and so on. Finally, based on the introspects of the traditional reform roads, this paper puts forward that currently the local governments' service functions reform in the Yangtze River Delta should employ the systematic innovation and cooperation on the basis of competition, and also gives the specific means of optimizing the local governments' service functions.
