Study Of Swedish Welfare System Of Children

Children are the hope and future of nation and their healthy growing is directly related to harmony of families and future of country. The development of welfare of children is both an important factor which measures whether they can grow in a healthy way and an important indicator of a national welfare level. As a country with large population, the number of children in China has been more than200million, which definitely requires a relatively developed and universal welfare for children so as to guarantee their growth. However, China is under a period of special transition, accompanied with many different and complex problems in society, which makes welfare of children still a residual model rather than universal model. Therefore, welfare system of children is imperfect and still in the process of developing at present. It can be showed in many aspects such as imperfect laws and regulations, lack of realization of welfare, lack of operability of related policies, underfunded construction of welfare system, lack of unified welfare service management institutions and comprehensive evaluation system, etc.As representative of social democratic model, Sweden is considered as "model of welfare state" for its developed and near-perfect welfare system "from cradle to grave". Welfare of children is no exception in Sweden. As an important part of welfare state, Swedish welfare of children is developed and comprehensive as well. It is famous for generous child allowance, long parental leave and public childcare services. Full consideration to various needs of children’s growth makes it easier for Swedish children access to various resources required to achieve their development in different period.This paper tried to conduct a systematic analysis of Swedish welfare system of children on the basis of second data. Firstly, an analysis of formation and development process was made, including three main stages and important laws and regulations; based on previous introduction, from perspective of management, a detailed introduction of current operation mode of Swedish welfare system of children was shown; from perspective of service delivery, specific services were divided into: financial support, child care, free education service, health care service and special child benefits. Finally, based on author’s participation and observation in Swedish child center and findings from informal interview, this paper summarized four characters of Swedish welfare of children, and they were:general, institutional, high level and equal; in addition, this paper analyzed good points and challenges of this system; after careful consideration of Chinese welfare practice of children, this paper aimed to summarize some useful experience and aspirations including three aspects (values and concepts, organization and management, service delivery) so as to contribute to construction of Chinese welfare of children.
