Path Of Nonprofit Organizations Involved In Public Crisis Management

Nowadays, our country is going through the period of transitional economy and society,when public crisis is entering a high peak. Facing the emergencies of natural disasters, socialaccidents, public health, social security, how to control it is the focus of public managementin theory and practice. The participants of managing public crisis should be a multi-dimensional framework, in which government play a main role, but not the only one. It isbecause that the government has its limitation in construction and power, which will lead to"government failure”, including high cost, resource overexploitation, and policyimplementation blind. In the same time, the public companies can make its role in denotingmaterial, supporting technical and financial when facing public crisis. But companies alwaysput profit as the first goal;"market failure" is inevitable. Facing the problem of “governmentfailure and market failure”, it is necessary to let the non-profit organization as the third sectorin. With the qualities of non-profit, non-governmental and voluntary welfare, non-profitorganization can make emergency relief and recovery with more efficient.The author discusses the path of non-profit organization managing pubic crisis with thetheory of “crisis management”,“government and market failure”, and “game” in the methodof comparative study and literature summary. The study shows that our non-profitorganization has many special advantages. However, the management path of non-profitorganization has its problems, such as the lack of relevant laws and regulations, socialprotection, government support, and the mechanism of evaluation and feedback. With theresearching and studying the management path of non-profit organization of foreign countrywhen it faces public crisis, we find that our country should take action to promote thedevelopment of it as follows, innovating government management, promoting thedevelopment of non-profit organization, sounding the legal system of non-profit organizationmanaging public crisis, deepening the cooperation between government and non-profitorganization, enhancing the public credibility of non-profit organization, improving thespecialization degree of non-profit organization.
