In the performance evaluation system, performance indicators is an important part of the government performance evaluation system, and the design of performance index for the performance evaluation is the priority among priorities.The establishment and the concept of government performance system is with the national development and social progress and adjust.With the further reform of the scientific development of society and political system, the government performance index system to the tilt, including for the democratic rights of citizens and demands of civil and political rights of government solutions for design theory and value orientation.Facing the booming economy, both from the scientific development of society point of view, or from the perspective of promoting social harmony,"design performance indicators" government departments will become an unavoidable, need to face the new subject in the new era.The norms of behavior, work efficient, operation coordination are government departments in the performance management system of target, the implementation of performance management of government departments, government performance evaluation is used to assess the efficiency of government departments.Although many experts and scholars of our country put forward the respective government performance appraisal index system, some government departments have established their own performance evaluation index system, but in general, there are many problems in the design of China’s government performance evaluation index.This paper briefly expounds the basic principles of design performance indicators in the government performance and importance of government performance indicators, based on finishing the basic concepts, the performance indicators of China’s government departments are analyzed, and find out the related question which reflected, according to the characteristics of government performance evaluation, design of performance index with great difficulty.Adoption of the experience and the method, a lot of enterprise performance management, government performance index design of foreign countries so, on the basis of the design experience of government performance indicators of foreign developed countries, aiming at the problems of design performance indicators in Chinese government and lack of performance indicators, our government should design, the principle and design related content index.Design work for performance indicators of China’s government puts forward some matters needing attention and work arrangements. With their own reality, modeling performance index design of government departments. To lay a foundation for the further research.
