Research On Fostering Approaches Of China’s Marine Social Organizations

The21st century is the century of the sea. With the escalating shortage of landresources, population pressure, environmental degradation and sea power and otherissues of dispute, maritime nation in the world to accelerate the development andutilization of marine and protection. China is also gradually realized ocean has a veryimportant impact on national prosperity and the rise and fall of a nation. The party’s18report clearly stated:"to improve the ability of marine resources development,development of marine economy, protect the marine environment, and resolutelysafeguard national maritime rights and interests, the construction of marine power." Inthe process toward navy, in addition to government, business, public guidance andparticipation, social organizations also play an important role. Currently, the marinesociety organizations as an important force is gradually rise, the ocean plays adecision influencers, educators marine knowledge, maritime interests defenders andmany roles. Marine society organizations play an irreplaceable role in thecoordination between man and the ocean, as well as human and social aspects ofrelations between countries, mainly in the development of marine economy, marinerights and interests maintenance, marine environmental protection, marinemanagement.Although the marine community organizations have their own unique strengthsand capabilities, however, China’s maritime community organizations do not get theappropriate attention and emphasis, and research in this area is relatively small. Inaddition, China’s marine community organizations, there are still many problems,such as the position is unclear, independence is not enough, not standardized, andlittle influence, leading to its function has not been fully realized. In this paper, marinecommunity organizations are research subjects, try to build a mechanism to fosterocean social organization, thus better guide the development of the marine societyorganizations, protect its function play effectively, provide further boost power for the construction of China’s maritime power.The article around the marine society organizations launched a series of basicresearch. First, explain the concepts and basic theories of marine social organization,based on the concept of social organization and the ocean organization to define theconcept of marine society organization; according to different criteria to classify themarine community organizations, and proposed function and significance of themarine community organizations. Secondly, carding the development history andcurrent situation of the marine community organizations, summarize the currentdevelopment features and problems of China’s marine social organization, andanalyzes the reason for the problem of marine society organizations, point out thenecessity and urgency of training mechanism of China’s marine social organizations.Finally, the article draws on the experience of other countries to cultivate marinecommunity organizations, with its own characteristics, put forward suggestions topromote the cultivation of the ocean social organization, made a specific study fromnurturing environment, government and marine community organizations threeaspects.
