| The Chinese government plays an important role in the economic and social development,but in reality,due to inaccurate role positioning,excessive government intervention in the market,lower government efficiency,it often fall into the "government failure" dilemma.Therefore,this thesis selects the topic of government functions in the development of human resource service industry in J Province,and mainly studies the performance of government functions,existing problems,cause analysis and the path to optimize government functions.Based on the market failure theory,public choice theory,government function theory,new public management theory,this thesis summarizes the government function and existing problems in the development of human resource service industry in J province.In recent years,relevant departments and local governments in J province have taken the initiative to strengthen policy support,promote industry legislation,guide industrial agglomeration,establish industry standards and strengthen market supervision,which has effectively promoted the healthy development of human resource service industry.However,there are still weak links in the performance of government duties,mainly manifested as improper government intervention in the market,insufficient guidance and support,industry personnel training to be strengthened,weak supervision during and after the event,and the construction of public information platform lags behind.The main reasons are the unclear boundary between the government and the market,the insufficient understanding of industrial development by some local governments,the imperfect market supervision system and mechanism,and the incomplete reform of human resources system.On this basis,this thesis summarizes and analyzes the experiences and practices of Beijing,Shanghai,and Jiangsu province in promoting the development of human resource service industry,and then puts forward countermeasures and suggestions to promote the high-quality development of human resource service industry in J Province.The government should further clarify the boundary between the government and the human resource market,and give better play to the government’s functions,such as strengthening and optimizing the human resource industrial park,creating a fair human resource market environment,increasing policy support for the human resource service industry,and optimizing the basic human resource public service. |
