Research Into The Quality Evaluation Of Law Enforcement By Public Security Organs

The nature, duties and functions of public security organs determine that the basicactivity of police is law enforcement and the basic behavior of policemen is lawenforcement behavior. Law enforcement is an eternal theme of public security work, withstrict, fair, and civilized law enforcement being the lifeline. Whether the law enforcementof public security organization and its people’s police is normative and how is the qualityare directly associated with the vital interests of the masses and the law enforcement imageand public trust of public security organization and its people’s police. Quality evaluationsystem of law enforcement by public security organs is an important evaluation mechanismfor the state, level, and performance of law enforcement work by public security organs,and also an effective measure to examine whether the legitimate authority is correctlyperformed and lawful duty is fully fulfilled by public security organization and its people’spolice. At present, there are very few studies about quality evaluation of law enforcementby public security organs, and standardized theoretical research system has not been built.Especially in the aspect of the methods of quality evaluation of law enforcement by publicsecurity organs, there is a lack of convincing research production. As a result, guidanceand reference for the practical work of quality evaluation of law enforcement is quiteinsufficient. From the perspective of an official from the legal department of publicsecurity organization in a prefecture-level city, taking the practice of Suzhou as studyobject, the author made some suggestions to the reform and consummation of the qualityevaluation system of law enforcement by public security organs.In the first part, we probed into the concept of quality evaluation of law enforcementby public security organs and the necessity to carry out quality evaluation of lawenforcement. The practice of quality evaluation of law enforcement by Suzhou publicsecurity bureau was introduced and the effect and existing problem were evaluated in part two and part three. As for part four, we discussed the perfection of quality evaluationsystem of law enforcement by public security organs.
