Deal With The Group Incidents Of Government Resources Mobilization Mechanism

In the21st century, the quantity and the frequency of occurrence of the number of group incidents has emerged in a rapid tendency, social stability has been impacted in a deep degree. Faced with these group incidents, the government became the main subject and the person liable. The government’s main work and central task is as follows:how to deal with crises and emergencies, the government and non-governmental power need to strengthen resource mobilization, resolve the crisis and maintain stability. Now, the Chinese government is changing its direction to a service-oriented government from a governance-oriented government in the transitional phase. The government should be able to fully understand the group events, and be able to mobilize public and private resources in order to establish accurate and timely complete prevention and response mechanisms when the group incidents occur. When the Government establishes a resource mobilization mechanism, it cannot simply rely on technological innovation and the level of repair, but achieve fundamental change, and ultimately coordinate with service-oriented government’s strategic and thoughts. In this context, this paper attempts to research group incidents in a deep degree, and then establishes a comprehensive analysis of system resource mobilization mechanism; what’s more, the government could deal with the group incidents in a systematic and scientific way.With the new public management and new public service theory spread around the world, the new public management paradigm has become the dominant governments reform program options to replace traditional bureaucratic administration, the new management theories and paradigms in resource mobilization reflects that the traditional planned economy Omnipotent Government mode is replaced by the model of limited government, national society continues to decentralize its authority, the government relaxed controls on society, the traditional rule-based administration has changed to service-oriented administration. Through public management theory, resource mobilization theory, new public service theory, agency theory, and the theory of cooperative governance, this paper theoretically studies government resources mobilization mechanism; this article takes some actual incidents for example:group incidents happened in Suzhou, Zhejiang and Yunnan Province, trying to establish a government response to group incidents resource mobilization mechanism to better protect the public interest.In summary, based on the group incidents occur in recent years, and management science and public management theory and some modern management theory, this paper studies social resources mobilization and allocation mechanism. Also, this paper sought to establish a system to prevent groups incidents, and propose appropriate policy recommendations.
