Research On The Deviation Between The Peasants’ Political Participation’s Intention And Behavior In The Practice Of Villagers’ Self-governance

Political participation always is the hot issue of politics which attracts generalattention of scholars. It is not only the important phenomenon of modern political lifeand important content of democratic construction, but also important symbol forevaluating political and cultural improvement. For agricultural country, peasant politicalparticipation is important reflect of China political general participation who account forlarger than2/3total population. Throughout researches of peasant political participationof foreign and domestic scholars, most of them focus on current situation, methods,non-institutionalized political participation, etc. However, it is rare from correlation ofwillingness and action of peasant political participation to study it specifically.Therefore, this article is based on research data of Si yang county to analyze and studyactual problems between willingness and action of peasant political participation whichcan promote political action of peasant and has some practical significance.This article takes political socialization theory and plan-action theory as theoreticalbasis, uses questionnaire method and makes verification by incorporating case interviewand statistic analysis. It focuses on analysis for bias and reason of willingness and actionof peasant political participation. And then it proposes advices and countermeasures toimprove practical participation action of peasant. This article includes six parts: Thefirst part is preface which contains question introduction, research significance and ideaand research methods. It also introduces relevant domestic and foreign study references,define key concept and present relevant theory, providing theoretical basis for thisarticle and showing that this article has good understanding for establishment anddefects of relevant research. It is emphasis of this part.The second part describespractical situation of peasant political participation willingness from basicunderstanding of peasant for politics and attitude of peasant for political participation,on the basis of research data. The third part introduces actual political participationaction situation of peasant in China by discussing political election and election ofvillage committee that are most common political participation ways.Next part, throughpreamble analysis, it finds the willingness of peasant political participation does notcorrespond with actual political participation. It means that there is bias betweenwillingness and action. The fifth part discusses reason of bias between willingness and action. It analyzes negative reasons of peasant practical political participation actionfrom personal factors of peasant, institutional arrangement, town government and otherfactors. The six part proposes policy advice for improving practical politicalparticipation action of China peasant.After analysis, this article comes to conclusion as followed:(1) currently, political perception of peasant is much lower. They know well aboutpolitical general knowledge, especially for political information which relates with theirlife. However, they do not know clearly about political system, laws, politicalparticipation procedure and other deep level questions.(2) for the political participationwillingness, peasant is active for political participation. Some peasants think that theyshould be active for political participation. For political participation action, peasantshave passion characteristic and indifference characteristic in sample village. They focusand discuss on hot issue of political life. However, they would not like to participateinto election of village committee. There is bias between political participationwillingness and action.(3)Through multiple regression analysis, political participationof peasants of sampling village will be affected by irregular election process, problemsof household registration system, lack of opening village affair and education, interfaceof town government and other elements. In order to improve negative peasant politicalparticipation action and enhance peasant to put their willingness of politicalparticipation into practice, it should improve subject of political participation, build andimprove law systems and institution systems of peasant political participation and limitlocal government activity.
