Since the reform and opening up, with the depth of the economic and social transformation, the interests relations and interests patterns of rural social has undergone profound restructuring and transformation. Group incidents in rural areas caused by improper interest adjustments and unfair distribution of benefits etc. are increasing day by day, seriously affected the stability and harmonious development of rural and the whole society. It is a major problem for our grassroots government to correctly understanding the reasons of group incidents in rural areas and take measures to adjust the various contradictions. It is also an important issue require the current academia to think deeply. From the perspective of political science, group incidents in rural areas are typical performance of group political participation of non-institutional. Frequency of group incidents in rural areas highlights the importance and urgency of expanding the orderly political participation of farmer groups.This thesis is based on the theory of political participation and select Yunnan Menglian 7·19 incident as a case, using documentary analysis, case analysis and process-event analysis to systematically study Menglian incident, combined with the knowledge of political science and sociology, around the concept of non-institutional political participation, deeply analyses the reasons of current peasants group political participation of non-institutional. On this basis, the paper puts forward specific measures of peasants'institutional political participation.This thesis is divided into four parts:The first part is an overview of relevant theories. Mainly summed up the concept and type of political participation, group political participation and process-event analysis. The second part introduces the relevant conditions of Menglian incident. Including the process of Menglian, rubber peasants'participation in Menglian incident and the influence of Menglian incident. The third part is the subject of this paper. Mainly through inspecting the occurrence, development and handling process of Menglian incident to summarizes the cause of current peasants'group political participation of non-institutional. This thesis thinks that the direct reason of peasants'group political participation of non-institutional is peasants maintain their legal rights. What's more, peasants' group political participation of non-institutional has profound social, political, institutional and cultural roots. Some factors work mutually intertwined made peasants'group political participation deviated from the orbit of the system, they are as follows:conflict intensified in rural areas during the period of social transformation. local government acted improperly, peasants'political participation system is imperfect, farmers'awareness of democracy and legal consciousness are off balance. Meanwhile, peasants'unsound political participation system is the decisive factor of peasants'group political participation of non-institutional. Based on the analysis of the third part, the fourth part puts forward some specific countermeasures to promote peasants'group institutional political participation. This thesis mainly proposed following four aspects:establish peasant interests protection mechanism; regulate the behavior of primary government; strengthen the system construction of peasants'political participation; cultivate a new political culture.
