With the rapid development in our country's economy and great improvement on the urban infrastructure construction and city management, it has been a major method to present the national identity, promote the international influence and enhance the governmental capability of management through hosting international conferences and events by the government. According to the statistics, after 20 year's practice, the large-scale events, such as traditional festivals, modern ceremonies, held in our country have exceeded 5,000 annually. China has been a great country holding international events and ceremonies. More events with larger scale and influence have drawn increasing public attention. However, the security of the large-scale events is currently threatened with more and more social uncertainty as well as natural or man-made disaster. The research on Security Safeguarding Strategy(referred to “the Security Safeguarding Strategy”) on the Large-Scale Events in the domestic field is far from enough and lacks of achievements in the theoretical system and abundant results. Furthermore, despite so many events held in the past by our country, we are still short of systematic and reproducible experience in the Security Safeguarding Strategy. Therefore, this paper has important theoretical value and practical significance.Shanghai EXPO is a large-scale event, which is the internationally highest-level and the most people admitted by our government, that's why this paper takes Shanghai EXPO as the object of study. During preparing and holding Shanghai EXPO, the police, the armed police, and the military troop took several security protection measures, developing the greatest function of the security safeguarding system and reducing the uncertainty to the greatest extent, thus ensuring the safe holding of the EXPO and meeting the demands of “excellent, successful and unforgettable expo”. The successful holding of Shanghai EXPO serves the good experience to the security safeguarding system of other large-scale events.This paper, aimed at the problems and shortcomings in the Security Safeguarding Strategy in holding large-scale events by our government, raises the solutions and recommendations to the Security Safeguarding Strategy in line with national characteristics, based on the theories such as crisis management, public security management, new public management and administration theory, by adopting the literature review method, visiting survey method and case analysis method, through analyzing the meaning of implementing the Security Safeguarding Strategy in the large-scale events, by studying the Security Safeguarding Strategy in the domestic and international large-scale events and Shanghai EXPO, and combining the writer's working experience as well as the prevailing laws, regulations and policies. This paper is divided into the following parts: the first part, introduction to the research background and meaning of the Security Safeguarding Strategy in holding large-scale events, the domestic and international research status, and the thoughts and method of this paper; the second part, introduction to value of the Security Safeguarding Strategy and analysis of the necessity and importance of the Security Safeguarding Strategy in the large-scale events; the third part, introduction to the Security Safeguarding status in the large-scale events in our country; the fourth part, introduction to the Security Safeguarding status in Shanghai EXPO, conclusion on the successful part,finding out the problem and analyzing the cause; the fifth part, proposal and recommendation on further improving the Security Safeguarding Strategy in the large-scale events in the future.
