Throughout the ages, people longing and desire for the power restriction. Sincethe founding of New China, the party and government leaders increasingly focus onadministrative supervision. As we China’s work of ongoing goals, comprehensive,balanced and sustainable development and building a harmonious society, time need,require restraint on and supervision over the use of power. Therefore, to do checksand supervision of administrative power, we need to promote the effectiveness ofadministrative supervision to a pivotal center. As an important means of enhancing theenthusiasm of the members of the organization, incentive mechanism is applied to allkinds of research process of problems. Similarly, put incentive mechanism into theprocess of checks and supervision of the administrative power and enhance theeffectiveness of administrative supervision becomes the method for researchingincentive mechanism of the effectiveness of administrative supervision. The researchis conducive to widen visual angle for the research of the motivation theory, to perfectthe system of supervision on administration, to strengthen the subject consciousnessof administrative supervision and to ensure the efficient implementing of thesupervision of administrative right. Meanwhile, the research is consistent with therequirements and objectives of strengthening administrative supervision currently.To research the incentive mechanism of the promotion of effectiveness ofadministrative supervision, firstly we should elucidate its related concepts,characteristics and principles, analyze its theoretical basis and the necessity ofincentive mechanism to the promotion of the effectiveness of administrativesupervision to lay the theoretical foundation for the research. Secondly, throughanalyzing checks on the exercise of state power, quality supervision department andlaw enforcement department to research incentives of the improvement of theeffectiveness of administrative supervision. It sums up, the obstacle of system,orientation, function, information, behavior, conscious incentive that the system is notperfect, the goal is not clear, the main function is lack of fulfillment, the transparencyis low, the behavior is non-standard, the authority is inadequate. Trace theirfundamental and analysis the reason of this six incentive obstacles. Finally, accordingto the incentive obstacles in the research and the cause of the obstacles put forwardthe measures in the four major areas that consummate incentive of administrativesupervision target assessment, rational planning supervision main body career development incentives, Strengthen supervision main body administrativeaccountability incentives, remodeling supervision organization memberspsychological contract incentives. Strengthen internal and external incentives tocoordinate and achieve physical, mental complementary incentive to promote thepositive and negative incentives combine to promote knowledge, meaning andbehavior of unity.
