Nowaday, human resources and talents are important determinants of the socio-economic development of each country while the world has been being into the century of knowledge economy and international comprehensive integration. Talents, in particular, service in the apparatus of state agencies have important role in proposing, decising, enforcing the policies, machanisms, strategies to promote socio-economic development of the country. The talents affect strongly tendency of their national socio-economic development. It is confirmed that the talents contribute to the national properity,Viet Nam is in accelerating the process of the national development by industrilization and modernization of the economy and tends to knowledge economy in order to express by itself the role and the position in the world by the development economy and the progress society. Reaching the above achievements, the apparatus of Vietnamese state agencies must have enough the force of talents who have patriotism and enthusiasm of building the nation. Therefore, what solution can attract the force of talents servicing the apparatus of Vietnamese state agencies is one of difficult issues that central and local goverments have been looking for. In the current stage of society, when the process of globalization, competitive market economy, international economic integration, and major changes in society, science and technology, labor market, have affected importantly development of labor force in the apparatus of Vietnamese state agencies. They have to faced many difficulties, such as the shortage of staff resources, the talent moving from the public sector to the private sector, the impact of environmental complexity with increasingly high demands from the people for the state agency makes a request to the human resources capable, qualities and qualifications, skills, attitudes and new behaviors to adapt most effectively, becomes urgent than ever.The Communist Party of Viet Nam, The Socialist Republic of Viet Nam, The Goverment of Viet Nam always aware of the position, role and significance of resources of talent in the system of state agencies, to meet the requirements of state administrative reform, implementing the goal of building officials, civil servants and employees who have good qualities, dedication serving the people and highly professional to contribute importantly to perfection of the state apparatus. Therefore, attraction of talents are always placed special attention by the leaders of goverment at all levels. In recent years, most of the local government in Viet Nam has proposed and issued a number of policies to attract talents to work at their agencice. According to the report, some of the locals have success as attracting a significant amount of talent to work in the system of state bodies, and making positive impacts on many aspects of society. However, many of the locals are unsatisfied with outcomes as they have expected. Because, the process of implementing the policies reveal limited, unscientific issues, and the lack of a strategy in attracting talents. Morever, some of regulation is no longer suitable in the current period.Binh Dinh province is still poor, so promoting its economic-social development quickly and sustainably, it need to gather a force of talented, highly qualified intellectuals, dedicated human resource. For this reason, the People’s Committee of Binh Dinh province issued the policy to attract talented people taking part in its system of state bodies. In fact that, applying the policy has still many problems, so the authority have chosen not enough talented people, also difficultly correct choice of desired people. Aware of the problem, the People’s Committee of Binh Dinh province is in process of studying and perfecting the policy.For the reason above, I decided to choose topic of Studying scientific perspective (regulations) in the policy attracting force of talent to work in the local state agencies-taking the case in Binh Dinh province, Viet Nam, to study, and discuss. The content incluse of analysing the current situations, the unsolvable problems and the causes, and proposed a number of recommendations to contribute to the improvement of scientific talent attraction policy of Binh Dinh provincial government in particular and other local government in Viet Nam in general.
