Promote The Participation Of Social Enterprises In Research On Sheltered Employment

The employment of the disabled is a worldwide problem.With the efforts and support of people's governments at all levels and all sectors of society,the employment mode of disabled people in China has developed from a single employment mode focusing on centralized employment to a multiple placement mode focusing on centralized employment,proportional decentralized employment and individual flexible employment.However,under the impact of the market economy,the welfare enterprises that focus on the employment of the disabled face bankruptcy frequently because their backward business philosophy and production mode can not meet the needs of the marketization;the decentralized proportional employment also stagnates;the sheltered employment has the difficulties of fewer jobs,low quality and lack of pre job training opportunities.In recent years,the emergence of social enterprises to solve social problems gradually,the intervention of disabled social forces to a certain extent to meet the diversified and categorized employment needs of disabled people,but the research and practice of social enterprises' participation in employment services for disabled people is still in the exploratory stage,various system construction is not perfect,and there are many problems in the participation process.Based on this,this paper studies the participation of social enterprises in employment services for the disabled.By analyzing the current situation of employment of the disabled and the advantages of social enterprises in the supply of public welfare,combined with the case of ED bakery in promoting the employment of the mentally handicapped,this paper puts forward that China can increase the ways to solve the employment problems of the disabled groups,including the mentally handicapped groups,by vigorously developing social enterprises,and by promoting the employment of the mentally handicapped social enterprises Based on the detailed analysis of the origin,business model and difficulties of bakery,and the experience of Japanese and American social enterprises in promoting the employment of the disabled,this paper puts forward countermeasures and suggestions for social enterprises to participate in the employment development of the disabled from the macro,meso and micro levels,including: optimizing the social support network,establishing and improving the relevant policies and regulations that are conducive to promoting the employment of the disabled Innovate the internal governance mechanism of social enterprises.In order to build a sustainable employment service system for disabled people,which is widely participated by the society,to help them go to work and realize their life value.
