Especially, in front of a large earthquake, drought or flooding. The appearing of Nonprofit Organization, in some degree, makes up for some deficiencies in the government. With its rapid response speed and the specialized ability, Nonprofit Organization has played more prominent role. Social practice also shows that:Nonprofit Organizations have become a major force in China’s natural disaster crisis management.In spite of this, we should also be noted that because of the traditional government management and the short time of Nonprofit Organizations development and the shortage of capacity building, In the face of the natural crisis management, Nonprofit Organization has not been able to play its proper role, and it cannot meets the people needs and expectations. Because of the exposure of "guo meimei " and other charity scandals,it caused the decline in social donation, the deterioration of public welfare social development environment and so on. To a certain extent, It inhibits of the potential of Nonprofit Organization.In the face of Nonprofit Organizations participating in natural disaster crisis management, there is shortage of the status quo, we need to continuously improve in the system,channel, capabilities, and social cognition, etc. As a master of public power, how government could be effectively integrating various social resources and power to participate in the crisis management of natural disasters is the research focus of this paper.In this paper, there is five in-depth studies:the first part is preface.
