In modern society, the government has become an important part of the ability ofa country or region ’s competitiveness. China is in a critical period of economicreform and administrative reform, the community increasingly highlight thedeep-seated contradictions, which is the government ’s ability to raise a greatchallenge. Strengthening Local Government Capacity Building Research, hasimportant practical significance for China to deepen administrative reform, building aharmonious society and urban-rural integration.Firstly, administrative theory of ecology, new public management theory and thenew public service theory as the basic theoretical basis, combined with moretraditional public management theory and, from the perspective of governmentfunctions, capacity building of grass-roots government conducted a systematic andcomprehensive analysis.
