The Research On The Management And Strategies Of ODA In Vietnam

Since the World War II, Official Development Assistance (ODA) hasbecome all important phenomenon in the global economy and internationalrelations, which is studied widely by western scholars. After the end of theCold War, the motives and allocation patterns of donor ODA have taken agreat change. The main donor countries have been in“aid fatigue”, while theimpact of ODA on growth varies in receiving countries. Vietnam is adeveloping country, to effectively promote national industrialization andmodernization process, the smooth realization of the2020industrial countrytarget, so the absorption offoreign investment funds in Vietnam become anurgent problem to be solved.In fact, Vietnamese government manages ODAalso has some problems: the first, Vietnamese government20years can onlyuse63%of ODA’s signed amount. The second, ODA programs are not closeto the actual situation. The third, overlapping occurred in ODA plan (at thesame place using several development models, leading to waste donor’sresources). The fourth, when implementing ODA plans process, in somelocal government departments have been illegal government and donormanagement ODA’s provisions. This dissertation firstly analyzes the majorcharacteristics of ODA in Vietnam and investigates into the factors thatinfluent the efficiency of ODA in Vietnam, in the end, provides somesuggestions on improving the ODA in Vietnam: The first, leaders cadres atall levels have to deeply understand the essence of ODA. The second,according to the process of signed international treaties to provide matchingfunds. The third, to speed up the approving of ODA’s legal rules andprocedures. The fourth, the legal system management ODA should beunified, more serious. The fifth, improvingabilities of cadres managing ODA.
