Government credit is the core of the social credit system, while civil servantscredit is the key to the realization of government credit, and even direct embodimentof the government credit. Civil servants credit problems, much attention has been paidto local governments in our country.Local governments in our country has made thepositive exploration and introduced some credit management system, there are mainlycivil servants credit education, personal credit system and credit files, creditassessment and rewards and punishments, etc. Overall, the our country civil servantsis a patriotic, for the people, diligent, honest and credit team, with the impact of thetide of market economy in recent years, the non-credit administrative concept spreadin the civil servants, civil servants of dishonest acts begin to occur frequently, Whichnot only seriously affected the image of civil servants credit, also greatly harmed thegovernment credibility. Losing the trust of the public, the government is unable toexist, credit society construction is more impossible. The construction of legal systemto standardize the behavior of civil servants has not yet perfect, therefore, the urgenttask is to strengthen the civil servants credit management.This article firstly analyzes present status of the credit management of the civilservants in China. On the basis of recognizing certain success of the our country civilservants credit construction, pointed out that there was still a lack of specializedcredit management organization, imperfect management process, backward and singlemanagement technology, imperfect credit management system problem. Then deeplyanalyzed the cause of the problem. The civil service contract credit concept is notstrong, rewards and punishment system is not sound and supervision mechanism is notperfect. Then by introducing high integrity index of Finland, the United States,Singapore, in strengthening the civil servants credit management of distinctivemeasures, sum up the main experience are as follows: paying equal attention toeducation and system, laying equal stress on reward and punishment, and attachingequal importance to process and results, and regarding both inside and outsidesupervision as equally important. On the basis of the experience for reference andsummarizing, this paper, combined with the actual situation of our country putsforward the relevant countermeasures and suggestions of perfecting our country’s civilservants credit management. Through perfecting our country civil servants credit management organization, improving the management process, innovatingmanagement technology, perfecting credit management system of civil servants,creating a good atmosphere of civil servants credit management and improving theinternal and external supervision and management mechanism of six measures toregulate and strengthen the management of civil servants credit.
