The way for the government to the people. The civil service is the core of economic and social development of leadership. At present, continue to promote the construction of the west coast, Chang Le city as the construction of the West Strait coastal front and provincial capital city window, can develop to occupy a favorable position in the competition in the new area, the construction level of civil servants will be the key factor. Research on the problem of the construction of civil servants, of great significance to the economic and social development in Chang Le.In this paper, based on the literatures, the Chang Le city municipal units and the township(street) to carry out questionnaire investigation and interview, based on the statistical data of civil servants in Chang Le City, summarizes the status of the construction of civil servants in Chang Le city and the existing problems. Respectively from the concept factor, history factor and system factor of problems causes analysis, combined with the objective of government personnel team construction in Chang Le city, follow the law of civil servants to grow and civil servants of Chang Le city personal development intention, put forward the corresponding countermeasures and suggestions.The first chapter is the introduction, summary of this paper mainly introduces the research background and significance of the research, research content and research methods, research ideas and the possible innovations and construction of civil servants.The second chapter defines the concept and theoretical basis, mainly on the civil service and the construction of civil servants for defining the concept, clear the research object, combined with the characteristics of civil servants, the theory of human captital talent growth regularity theory is analyzed, as the theoretical basis of this study.The third chapter, Problems of the construction of civil servants in Chang Le city, through to the Chang Le city in2013the civil service statistics and questionnaire data analysis, summed up the civil service team construction in Chang Le city, there is a structural contradiction more prominent, training needs to be strengthened, selection and promotion is not reasonable, exchange round hillock development lags behind, capacity building and mobilize the enthusiasm of the outcome is not obvious.The fourth chapter, reasons for the existing problems in the construction of civil servants in Chang Le City, structural analysis of transitional era from the historical aspect, from the analysis of the concept of personnel and team construction problems causesanalysis from the system aspect, civil servant training, exchange, promotion causes.The fifth chapter, countermeasures and suggestions to enhance the construction of civil servants, in based on the analysis of causes, follow the civil service law of growth and personal development will, from setting up new ideas, strengthen the macro management, perfect education and training, exchange round hillock, promotion incentive mechanisms such as system construction, put forward the countermeasure and suggestion.The sixth chapter is the conclusion and outlook, summarizes the problems in the theory of data acquisition and analysis, to explore the research direction in the future.
