Research On Social Management Innovation In Qujing City

Social management innovation is currently an important and urgent task in the process of building a moderately prosperous society. Since Reform and Opening of China, with the rapid economic development, comprehensive social prosperity, social structure and social organization, social values have undergone profound changes, new demands are put forward, new affairs and problems have continually produced, which have been challenging the means and structure of the traditional social management. Currently, the role of social management and public service functions in the government functions system is more and more important. Through innovating social management and fulfilling government’s social management and public service functions have become important sources of government legitimacy. To research government’s social management innovation has important theoretical and practical significance. In accordance with the construction of the social management pattern that is "the Party committee’s leading, government’s presiding over, social cooperation, public participation and legal protection", this thesis selects the case of Qujing City and conducts a comprehensive in-depth study of its social management innovation.Social management innovation of Qujing City achieved remarkable results, which are conduction of the basic level of social management innovation, diverse subjects integrated into the social management system, promotion of preventive and predictive social stability construction, social management process oriented to maximize the public interests. Of course, there are some problems in social management innovation of Qujing City, such as urban-rural integration lag, lack of mechanisms to protect multiple subjects to participate in social management system and so on. The reasons are that government functions is still unclear, poorly developed social organization, public finance system needs to be optimized, basic public service system still needs to be improved. Therefore, Qujing City can advance the government’s social management innovation process from five prospectives:to integrate all resources and improve social management organization system; to attach importance to livelihood projects and promote the construction of public services; to foster social autonomy function, form multiple-subjects co-governance pattern; to strengthen construction of social stability, safeguard social harmony and order management.
