As an typical example of personal involvement in police affairs, and a complement tothe police, the contracted supporting police system is questioned regarding the supportingpolice’s objective qualification and rights to power execution on the theoretical level, andis plagued with system deficiency, non-standardization, roughness and lack of fiscalsupport on the practical level. As the first specialized law in China governing contractedsupporting police, the newly issued Management Rules for the Contracted SupportingPolice in Suzhou is not free from problems. The current paper justifies theoretically thecontracted supporting police system from the perspectives of Constitution, administrativelaw, and sociology. Based on field investigations, it points out the reasons for the problemsof Management Rules for the Contracted Supporting Police in Suzhou, and argues thatstricter selection and screening, more reasonable management system and more fiscalsupport should be enacted to improve the contracted supporting police system in practice.
