The civil servant on behalf of the government wield every kinds of public power. Thecivil servants’ capacity for work and working attitude is directly related to the government’swork quality and work efficiency. Especially the grass-roots civil servants, as the practitionerand executors of party and government’s policies, work in the forefront of dealing with themasses of the people. Their mental state, capacity for work and attitude influences not onlythe ruling level of the party and the government, but also the image and credibility of theparty and the government in the eyes of the public. However, according to relevant survey,occupation burnout ratio in the officers of Chinese government departments is much higherthan the other industries. The research on this problem has very important significance due toa series of negative effects might caused by grass-roots government civil servants occupationburnout."Job requirements--Control--Support" model that the JDCS model is a broader effectorganization pressure model in management work-related stress research area. This paperintroduces the basic theory on occupation burnout situation of Chinese governmentgrass-roots civil servants occupation burnout and its universality and harmfulness, andanalysis causes of the generation of occupation burnout of grass-roots civil servants in ourcountry using JDCS model. According to the JDCS model, the individual self expectation, theexpectation of the public and the continued exploratory reform of political institutions inprocess of society reform give A high demand on the grass-roots civil servants. The lack ofpersonal knowledge and ability, imperfection of hierarchy structure, post system and trainingsystem leads to relatively low control of work. Furthermore the support given by society andorganization is less. The unequal relationship like high demand, low control and less supportmake it is is extremely easy to cause occupation burnout.This paper based on the JDCS model of "high demand--high support--high control "ideal relationship model and relevant theoretical reference to administration and humanresource management, puts forward the occupation burnout of grass-roots government civilservants with the feasibility of intervention measures.
