Study On The Reform Of The Official Vehicles Of Inner Mongolia Directly Affiliated Organs From The Perspective Of The Policy Process

The reform of the official vehicles of Inner Mongolia directly affiliated organs began in December 2015.After the completion of the reform work,Inner Mongolia will continue to carry out reform work on official vehicles at the municipal level.In particular,the reform of enterprises and institutions will be the most difficult part.Therefore,the study of reform of official vehicles in the Inner Mongolia directly affiliated organs will have important reference value for the continuation of follow-up reforms and the development of other reform work.The reform plan provides policy basis for all the tasks of official vehicles reform.The whole process of reform is the whole process of public policy life cycle.Therefore,using the perspective of the policy process to analyze the reform,we can conduct in-depth research on all aspects of the reform,summarize the experience of making the reform plan for official vehicles,identify the existing problems and put forward the solutions.This research uses the literature research method,the positive analysis method,the comparative analysis method and the investigation method,introduces the relevant definitions,theoretical basis and institutional development of the official vehicles,and makes a study on the reform process of the Inner Mongolia district affiliated organs.First,it analyzes the background of the reform of official vehicles in the Inner Mongolia district affiliated organs,and describes the overall environment for the reform of domestic official vehicles and the history of the reform of official vehicles in Inner Mongolia.Secondly,from the perspective of policy process,this research introduces the problems of the reform,including the formulation,implementation process and effect of the plan.Thirdly,questionnaires,personnel interviews,and data analysis were used to summarize the problems in the reforms,including the non cooperation of some public officials,dissatisfaction with the standards of transport subsidies,diversion of personnel from divisions,the existence of the private use of the official vehicles and the low degree of public participation in the reform process.Also,the cause of the problem is analyzed.Finally,using the experience from domestic and foreign management experience,some suggestions are put forward to improve the reform plan and strengthen the management of the official vehicles: optimizing the program for the official vehicles system,strengthening the management of the official vehicles after reform,and innovating the reform method for official vehicles system reform.
