Research On The Information Distortion Of Government Performance Evaluation And Its Prevention Measures

Under the influence of new public management movement in the West, theCentral Committee of the Communist Party of China and local governments at alllevels have always attached great importance to the Government performanceevaluation, be considered to be an important force driving government reform. Withthe Increasingly needs of the public,such as fairness, democracy and the rule of law,the deepening of comprehensive reform government, which asked the government toimprove the way of its management and services, into an open, transparent,accountable and efficient, full of public-satisfion government. As a new tool forgovernance, government performance assessment takes responsibility for promotingdemocracy administrative processes, strengthening the sense of responsibility of thegovernment, promoting the government management innovation, improvinggovernment performance and level of responsibility. However, since its pilot to fullycarry out, its practical effect is not fully realize its value which as the public looksforward to, authenticity and the validity of performance evaluation also suffers frompublic criticism. Information distortion becomes one of the new challenges ingovernment performance evaluation currently to be solved. Information distortion cannot form without the impact of government performance evaluation’s ecologicalenvironment and the various objective and subjective factors, Since the phenomenonis widespread, it decreases the evaluation efficiency,increases the evaluation costs, aswell as damages the reasonableness of results application, credibility of the evaluation,the science of government decision-making,It seriously affects the performanceevaluation activities continues to advance. Therefore, in order to enhance governmentperformance, improve governance, meet the public practical demand. It is necessaryto find the causes of information distortion, clears distortion-forming condition fromthe information collection source to the information delivery channels and preventsinformation distortion occurs. This paper which is based on the background of overallgovernment performance evaluation,gives a detailed interpretation on the informationdistortion of government performance evaluation in China and its causes, formingprocess,and try to build the appropriate preventive mechanism. Its structure andlogical thoughts is as follows:Firstly, expounds the basic theory of governmentperformance assessment and prevention of information distortion, discusses thecontent and function of government performance assessment, analyzes the formation of distorted information and the necessity of prevention.Secondly, based on theinherent nature of information distortion, It is divided into four forms,and thenanalyzes its harm to the government performance assessment activities and even thegovernment reform.Thirdly, the paper describes the situation of information distortionof government performance evaluation,and analyzes its factors, snch as traditionaladministrative culture,evaluators,evaluation architecture, evaluation system,management and supervision mechanism. Finally, based on the contents of abovethree sections, building out a comprehensive, objective, rational informationdistortion prevention measures, hoping to eliminate the distortion in governmentperformance evaluation in China.
