Performance evaluation is a central part in performance management, in which it plays an importantrole, so someone even places them in the equal position. Performance management first originates fromenterprise. It is a concept closely linked with enterprise production efficiency, customers’ satisfaction andthe human resources management in enterprise. Whether in theory or in practice, the government’sperformance management level is far behind the enterprise. The scarcity of resources demands eachorganization must focus on efficiency and local governments are no exception, which even should paymore attention to it than other organizations. At present, our government actually controls and dominatesmost of public resources, but due to the traditional bureaucracy, these problems emerge: the low efficiencyof the entire organization, the overstaffed organization, the low personnel enthusiasm and the poor serviceattitude, which eventually lead to a tremendous waste of public resources. In the70s-80s of last century,under the great social management dilemma and public financial trouble these double pressures, westerncountries actively carried out “the new public management movement"-oriented government reformcampaign. The core ideas of this movement is the practice of enterprise management will be introduced tothe local government, especially the notable “performance management "method. This practice had taken apositive effect: it not only reduced government’s waste of public resources to some extent, but made publicresources management more scientific. But it is undeniable that in performance management, there existthe problems of performance evaluation information distortion, especially in the local governments’performance appraisal. The distortion of Performance evaluation information affects the efficiency of theperformance management, which is unfavorable for the public to truly understand the local governments’ performance. Presently the research is little seen on the distortion of Performance evaluation informationin governments both at home and abroad, which is also the motivation and objective of this paper. Manycauses lead to the distortion of Performance evaluation information and it may occur in every link. Thispaper studies the distortion of performance information mainly in following aspects: the falseinformation, asymmetric information, scarcity of information, information omissions, lagging informationand so on.Based on the above reasons, it forms the framework of this paper. The whole paper is divided into fiveparts: the introduction is about the research significance, the status quo, the methods and innovative pointsof performance evaluation; the first chapter is a definition of the distortion of performance evaluationinformation and its related concept; the second chapter is an analysis about the performance, detriment,causes of local governments’ performance evaluation information distortion; the third chapter is anelaboration on the authentic foundation to avoid our country’s current performance evaluation informationdistortion in requirement, methods and restriction factor these three aspects; The last chapter issuggestions on how to avoid the performance evaluation information distortion based on the following fiveaspects: setting up the right values, the establishment of external mechanism, information collection, thetechnical authenticity of information and the perfection of supervision system.
