The Chinese population is rapidly aging. As a result, it leads to an old-age service problem for the traditional way to support family. China’s demographic shift to an older society will have a demographic impact on the demand of old-age service system. Chinese government has highly concerned about this issue. With the right policies in place, the government is preparing for an ageing world, address the challenges to ensure and improve people’s life.With the process of urbanization in China, the urban fringe surrounding towns gradually turn to cities from rural areas. The government resettled farmers by letting them move to one certain place. The resettlement place is a kind of transition zone between rural communities and urban communities. The residents in the resettlement communities are getting use to their new identity and new lifestyle. There are a large number of people, especially older people, live in such resettlement communities, so the old-age service issue has become a high-light. With the changing from "depending on the earth" to "depending on the society", the related government departments are facing many challenges. They need to not only increase their awareness on old-age services for the whole society, but also create a diversified old-age service system.This essay is based on the old-age service system for people live in resettlement communities. Through the work on series of questions, the reader should be able to understand the following factors:How are the current old-age service providing by the resettlement community; what experiences and lessons can we learned from it; and how to create an ideal old-age service system of resettlement community based on experience from relevant domestic urban communities. In this essay, there are three parts---construction of old-age service system on the theoretical and historical view, analysis of fieldwork program, and some recommendations for the future.The first part of the essay is theories of community old-age service system’s construction, which mainly discussed from three aspects:First of all, welfare pluralism that is a theory put forward and the diverse social welfare should be provided from the main body of common benefits provided by commitments. The government is not the only institution to provide welfare. Through participation in many subjects, it can ensure the continuous supply and quality supply of welfare benefits. Second, we stick to the point that theory comes from practice. Third, there need to be some improvements of management approach on government agencies, and criticizes on the government bureaucracy. Government agencies should meet the needs of the people, improve their efficiency, encourage competition, and release the relevant authorities. Establishing old-age service system for resettlement community will be carried out under the guidance of these three theories.The second part discusses the power and historical evolution path of old-age service system in resettlement community. First, endowment is no longer meet the needs of the actual situation in China. A new type of old-age service system should be created. Second, through analyzing the historical path of China, I summarized several paths of old-age service, which include the government-led path, the socialization-led path, and the merger path. Through the interpretation of the three paths, we eventually get the conclusion that the merger path is the best way for now.In the third part of this essay, I stated a fieldwork research which done by questionnaires, and I also interviewed people from the resettlement communities about old-age service, to find their demand and possible ways to solve their problems.Resettlement community is a product of urban development. Old people in the communities need more attentions. China’s old-age service system is still in the introduction stage. As the progress of each region varies undertaken, old-age service system in resettlement communities have not formed a unified model. This essay helps readers understand theories by combining practical case studies, and it points a way for constructing old-age service system in resettlement communities in China.
