Research On The Social Enterprise Provision Method Of Institutional Elderly Care Service

China's aging process is accelerating,and there are many adverse changes such as aging and disability in the elderly group,which calls for professional and long-term care.In addition,the weakening of family's welfare function calls for socialized elderly care forms represented by institutional elderly care service.Under those background,this paper focuses on the emerging organizational form of social enterprise,using welfare pluralism as a theoretical tool,using literature research,case analysis and system analysis to study the related issues of social enterprise providing institutional elderly care service.Welfare pluralism is the theoretical basis for social enterprises providing institutional elderly care service.Traditional welfare providers such as family,country and market all have their own limits,which makes it difficult for them to provide welfare fully and steadily.In contrast,social enterprise can use commercial means to achieve social objectives,make up for the failure of the three major departments at the same time and are better at solving complex social problems.All in all,social enterprise should be one of the multiple social welfare providers.Firstly,this paper analyzes the academic basis of social enterprise providing institutional elderly care service,which aims to prove the necessity of social enterprise as a provider of it.There are many problems in the development of institutional elderly care service,such as structural imbalances in supply and demand,institutional homogeneity and unfair competition,low service quality,etc,which makes an urgent need for incremental upgrading.The traditional providers of institutional elderly care service have their own limits.Public welfare elderly care service institutions have low operating efficiency,and some of them have become the welfare of the privileged class.Private non-profit old-age service institutions have a lack of capacity for sustainable development.Private for-profit old-age service institutions polarizes,which can not meet the needs of ordinary low and middle income seniors for institutional elderly care service.In contrast,social enterprise has mission advantage,operational capability advantage and an innovative vitality advantage,which should serve as an emerging provider of institutional elderly care service.Secondly,this paper analyzes the practical basis of social enterprise providing institutional elderly care service,as well as proves the feasibility,status and problems.China's social enterprise has entered a period of rapid development,most social enterprises can achieve sustainable development and have little dependence on the government.Social enterprise research institutions are establishing,the support system is strengthening and favorable policies in the field of elderly care all enable social enterprises to have great potential for development.However,China's social enterprises are being faced with problems from external environment,lack of production factor and self-capability.For example,the lack of administrative legitimacy and low public acceptance,the lack of production factors such as land,capital,labor and entrepreneurship,unclear target positioning,unsustainable business model and difficulty in balancing dual goals.Only when the above problems are properly solved can social enterprises better provide institutional elderly care service.Thirdly,this paper analyzes the successful case of Zhejiang Lv Kang Medical Care and Senior Services Group.Lv Kang once encountered difficulties from self-built institutions,scale expansion and human resource shortages,which can respond those problems mentioned above.In summary,Lv Kang has four successful experiences: find an accurate positioning of the target,avoid heavy investment in assets by cooperating with the government,connect with the capital market actively,and implement large-scale chain development strategy.Finally,in light of domestic and foreign experience,this paper puts forward countermeasures and suggestions to promote social enterprises to provide institutional elderly care service.Above all,it is necessary to improve legal regulations and related policies,and increase social recognition.Next,we should provide financial support,train social entrepreneurs and professionals,and provide social enterprises with sufficient production factors.Last but not least,we must strengthen social enterprise's own capacity,the government should guide social enterprises to find the correct positioning according to social problems,find sustainable business models and avoid mission drift.
