Administrative supervision is important to ensure the efficient operation ofexecutive power. With further research, scholars have basically agreed with the viewsthat the key reason why the effectiveness of the administrative supervision is sounsatisfied seems to be the lack of inter-administrative oversight body together,however there not being effective, workable solutions yet. So, this thesis attempts takecooperative game as one way to address this bottleneck. We can take the advantage ofthe rational thought of cooperative game to effectively compensate for multi-bodydisorder defects of the administrative supervision, and regulate the running ofadministrative supervision power, in order to achieve overall grasp of the research onenhancing the effectiveness of administrative supervision and to promote thecompletion of full three-dimensional system of supervision.Introducing cooperative game theory is the urgent necessity to promote thesupervision effectiveness from four dimensions of efficiency, validity, effectivenessand benefit. The relationship of subjects’ powers and responsibilities can be definitedby studying on cost-sharing of supervision subjects; The institutions can becoordinated by building a consultative platform between the bodies; Supervision lawsand regulations can be sound after the players reaching cooperative agreements; Poorsupervision concept, say passive, dependent or subordinate, can be overcome throughquantifying the supervision income and strengthening the sense of cooperation.Besides, multiple administrative supervision bodies hold the five basic elements ofbeing a cooperative game, which is the basic premise, key condition, operatingfoundations, principles and the ultimate goal, so it is feasible to use cooperative gametheory to improve the effectiveness of administrative supervision.An empirical investigation is carried out in Yiyang of Hunan province to getsome information about running situation, weak points and the like. Through fieldresearch, we found out the favorable conditions to carry out the main bodycooperative game of grassroots administrative supervision linkage mechanism, suchas good structure of the main bodies, optimized awareness, better initial results andthe like, but still some adverse factors such as powers and responsibilities being notclear enough, linkage effects to be further improved, the core cooperative gamesubject being lack of long-term, supervised motivated affection not striking and high costs.The administrative supervision outer body system is divided into four maincategories: Discipline constructed administrative supervision, supervision by the NPC,judicial supervision, and social supervision. With the precondition of the "economicman" hypothesis, the dissertation sets and quantifies some relevant parameters, andoversight body cooperative game. The dissertation mainly seeks Shapley value tosolve and analysis the model, conclusions including: To begin with, variousadministrative supervisors’ join alliance is relative rational choice, which can becomedynamic factors to consolidate the administrative supervision cooperative game;Secondly, under normal circumstances, the worse the administrative supervisionreality status is, the stronger the incentive for administrative supervisors is; Besides,supposed supervisors can be freely combined, the various administrative supervisorswill automatically find the average cost of the smallest administrative monitoringcosts as a partner.Enhancing the effectiveness of the administrative supervision is proposed topromote and strengthen body cooperative game further, through the followingmeasurements: deepening cooperation game concept, improving administrativesupervisor structure, managing the fund in an overall way and optimize cooperativegame mechanism of administrative supervisors.
