Since the implementation of reform and open policy, the economy development hasmade great achievement in China. It entries an era of urbanization and industrialization.So a large number of rural collective land are expropriated for city construction, millionsof farmers lose their farming land for generation and become a special kind of crowd.They can neither enjoy some preferential policies concerning normal farmers, nor enjoygood public resources of urban residents. As one of Vulnerable Groups, they vent andexpress their emotion of losing land through all kinds of ways. In recent years, disputes,conflicts and petitions of land-lost peasants are increasing. So how to maintain thelandless farmers’ legitimate rights and interests and how to enable our countryagriculture, country and farmers to healthy, harmonious and sustainable developmentbecome a difficult test to our government. In recent years, some local governments haverealized that farmers’ losing their land causes various problems, which have affected thesocial harmony and stability. So they turn their attention to problems landless farmers haveencountered. In the hope of landless farmers will get used to city life and to create laborvalue, they explore and study methods, introduce policy, implement corresponding plansand measures gradually. At the same time, they hope that landless farmers’ life qualitywill improve continuously, achieve the goal of urbanization process gradually and realizethe social harmony and stability and healthy development of the economy finally.Landless farmers’ sustainable development way is a model of realizing theirlong-term healthy development, including production, living, employment and otheraspects. It is researched from multiple levels and aspects, to solve landless farmers’problems of fundamentally, to safeguard their legitimate rights and interests and to ensuresocial harmony and stability properly.Using Jiu Hua which is one of the national-level economic and technologicaldevelopment zones in Xiang Tan as an example, based on the present situation, the plightof landless farmers, through ways of interview, questionnaire investigation, discussion,combined with a large number of literature, this thesis analyzes the landless farmers’sustainable development way seriously. It proposes various solutions as consummating thelegal system, solving the problem of pension properly, promoting obtain employmentagain actively, ensuring the quality of education, setting up the medical insurance systemand so on. And these provide practical and feasible measures to solve landless farmers’problems of sustainable development.
