Studies On The Establishment Of Effective System For Landless Farmers' Sustainable Livelihood

In the practice of urbanization, the problems of landless farmers'sustainable livelihood are becoming more challenging and are now severe issues that must be paid much attention to. Currently, arrangements provided by governments at all levels for landless farmers'livelihood are not enough and landless farmers lack abilities on self-development and resisting risks, which leave landless farmers'livelihood trapped in an unsustainable status.This paper did comprehensive researches on the current arrangements for landless farmers'livelihood. Based on theories on sustainable livelihood and development-oriented social policies as well as the analysis on drawbacks of current arrangements for landless farmers'livelihood, this paper proposes the key of establishing effective landless farmers'sustainable livelihood system is the joint action of governments at all levels, individual landless farmers, their families and communities. Through the establishment of a"four in one"network that guarantees landless farmers'subsistence, development, assets and property rights, landless farmers will see their abilities on self-adjustment and self- development substantially improved and their future assured. At the same time, this paper further studies practical measures, in terms of reform of ownership of farmland and farmland acquisition system, comprehensive employment and social security system for landless farmers, emphasis on the accumulation of landless farmers'assets and development of the collective economy, for the establishment of effective landless farmers'sustainable livelihood system.
